Low serum testosterone

Asked for Male, 15 Years

My brother's age is 15 years. He has low serum testosterone level 95.61 ngm/dl due to this he is not having masculine character according to his age like penis size, facial hair, heavy voice etc. Please help me out regarding this matter. I am attaching the test's report.
