My friend undergone Lasik surgery 8 months ago but his vision in both eyes 6/9.It is normal or not..

Unaided vision of 6/9 in both eyes is considered to be fairly good and should cause no trouble.
However the eyes should be examined by the eye specialist routinely and reviewed for any other issues like a residual refractive error or dryness, most of which can be very well managed.

Your friend needs to be evaluated in detail by an ophthalmologist. The pre operative vision with glasses, any other problem with optic nerve / retina plays a role in the final visual outcome.

Yes. It can be normal. But only if we can check him for any other problem such as
1. Dry eyes.
2. Lazy eye
3. Any remaining power of glass.
4. Complete eye examination
5 . Retina check up.
If everything is ok. Then there is no need to worry.

6/9 vision is also a very good vision which is normally good in most cases for all major day today works.
why it has not come to 6/6 can be because of lot of issues
