15mm stone will definitely require surgery. It won't pass off by medicines. Best procedure is RIRS. In this procedure, flexible ureteroscope is passed upto kidney and stone anywhere inside kidney can be fragmented with laser. Safest procedure, no risk of bleeding. HbsAg status won't alter management. You need to check your liver function test before procedure.
