You didn't mention after how many days of embryo transfer your beta HCG level is 38.9 . It is definitely low.
Please get a repeat beta HCG after 2 days. If it is more than a hundred then you should go for TVS to confirm that it is uterine pregnancy.

Less than 100 is not confirmatory for pregnancy
U need to repeat titers after 48 hours
Doubling titers in 48 hours ensure normal intrauterine pregnancy

Repeat beta HCG after 48 hrs to see doubling of values. Nothing can be done now. Repeat beta HCG and go for scan after 2 weeks
