Itchy legs

Asked for Female, 20 Years

I’ve been experiencing very itchy legs when they get to warm which often becomes unbearable and sometimes can come up in a rash. When itching I have pulled skin away which causes it to bleed. My legs don’t look dry but when I itch the area looks powdery. I had been living in Finland for 5 months where my legs have been exposed to extreme cold so could it be chillblains?
