Itchy and flaky skin

Hi doctor i am suffering from itchy and flaky skin under my beard and scalp. In that area my hair also starts greying. if i use shampoo,again flaky skin will come back after one day. Is this a fungus infection or dandruff ? Please help me regarding this Thanks
