Make sure you assist them in feeding. Usually, last born puppies will be weak when compared to the others. They need extra care, so make sure you personally assist them drinking milk from the mother first, then let the other puppies drink the milk. If the problem persists, get a consultation with a veterinary doctor.

Those couple of puppies may be dominated by the other litter members make sure they get their time to suckle the mother. Encourage them to have milk on their own if this doesn't work. Consult a vet for milk replacer options.
Make sure the mother has optimum Nutrition levels and enough waterto make milk.
It is usually common scenario where few puppies are not able to get sufficient milk and are outgrown by other pups
Next Steps
Assisted feeding is needed in this case where you help the weaker puppies reach the mother's nipples and avoid being displaced by other stronger puppies so that they get sufficient nutrition.
You can also give mother and puppy commercial diet to nursing mother to increase her milk production so she can feed all her puppies
If the puppies are not at all feeding then it's an issue and u need to consult a vet
