The intoeing may be due to the structure of the thigh bone  (femur) or lower leg bone (tibia). This may be something entirely normal to her, as there is a wide variation as to what is considered a normal range. What needs to be confirmed is whether there is something else which is causing this appearance or is it something which she has structurally and is normal for her. Please see an Orthopaedic Surgeon who has experience of treating Paediatric Orthopaedic cases. Unless you are convinced an intervention will help do not proceed with it.
Next Steps
Consult Paediatric Orthopaedic Surgeon.

Hi.. I suggest you to consult a orthopaedic surgeon for further evaluation... Depending on the evaluation.. a simple cast can resolve the issue... Depending on the extent to which the jint and muscles are affected which can be ascertained through X-ray and clinical evaluation.. other surgical options can also be  considered....
Next Steps
kindly meet an orthopaedic surgeon for complete evaluation and management...
