My 9 month baby girl is eating 2 meals and 2 snacks a day. However, she doesn't want to drink milk. Isn't sucking through the bottle so using bowls and cups. And in 24 hours she drinks maximum 13 ounce milk..is it ok?

You are adequately giving solids and milk to the baby. Just keep in mind the foods you are giving have a semisolids consistency, are just pouring from the spoon. You can add ghee/ oil in that meal. Keep the milk high in fibre, iron and calcium. Milk requirement should be decreased with age and it's perfect to build a good complementary diet. It is best that the baby is using utensils instead of bottles. You have done a great job.
Next Steps
1. milk requirement at this age is max 3 times a day, maybe the baby requires only early morning and night time feeds before bed. That is perfectly normal
2. Add calories to diet. Can add oil. Avoid sugars
3. If the child has been breasfed before, you can continue breastfeeding and continue solids
Health Tips
You have done a nice job at complementary feeds. Your kid is perfectly fine.
Best wishes
Your doing absolutely right.
For 9months of age solid feeds should be atleast 4 time in a day as your doing already
Now Don't worry about Milk.
Milk can be given only night time for sleeping the baby.
So continue same
