ICL is an intra ocular surgery so has its own pros and cons, -2D of myopia is considered a low to moderate refractive error and often doesnt need an intra ocular surgery for cosmetic correction. To answer your first question , yes You Can . You can get ICL done for -2 myopia. LASIK and SMILE are safe as well if your corneal parameters are within normal limits.
ICL has some advantages over LASIK like slightly better visual quality and contrast sensitivity. But the downside is ICL is an intraocular procedure , sp comes with the RARE but possible complications of intraocular surgery like cataract .No PERMANENT complications as such.
You have to make a choice for yourself after weighing the pros and cons.
