This looks like lichen planus.Its not cancer but its a chronic disease.. tend to reappear repeatedly

It could be leukoplakia or may be lichen planus... so moslty doesnt look cancerous.. but may be precancerous ( leukoplakia- though a small %) but lets not jump on to conclusions becoz neither photo or history is clear
