How to cure baby rashes on body

Now a days, I see a lot of babies with rashes on body. My neighbour has 2 kids, one is 2 years old and 1 is 10 months. Both the girls have rashes on hands and legs. My daughter is just a year old and she also has rashes all over her body. What can be the reason? Is it measles?
