1) Rabies is transmitted by dog bite YOUR FRIEND HAS WASHED HIS HANDS After playing with stray dog SO THERE IS no chance of u getting rabies
Next Steps
I will suggest that ur friend & you should feed the dog for a week , TO OBSERVE , if no symptoms manifest , NO FEAR If in this duration the dog runs away / dies / manifest symptoms. U r adv to take Inj RABIPUR 3 doses
Health Tips
If u want to keep / maintain a pet u should give vaccinator to the pet rather than yourself!!!

Rabies is transmittedthrough saliva of infected canine animal
Because you had a cut on fingers and his hand was wet may be due to saliva of dog--there was chance of infection.
Donot warry --you have taken vaccine one yr earlier.
You may go through serological testing.
