Your father seems to be having presbyacusis which is nothing but age related sensory neural hearing loss. Only available treatment for this condition is hearing aids. You should consult a specialist for examination of ear and then you can consult an Audiologist for hearing assessment and hearing aid trial
Next Steps
Consult nearby ENT specialist and audiologist for confirmation of diagnosis and appropriate treatment if required
