Half Tooth broke while eating dinner ( 2nd last tooth bottom right side) no pain, I see some black texture on broken tooth. The sharp point of broken tooth brushes against the tongue and causing irritation.

It is better to get it checked by a dentist soon. mostly as it seems, an x-ray will be required and then the treatment plan will be followed according to the x-ray result.

Please visit the dentist to take an x-ray of the broken tooth
If the tooth structure is sound and good root canal treatment will be done for the tooth
If your tooth is broken in a shallow form or in superficial layers a little tooth reshaping might help but if deeper Xray will be required
As there is no pain there are less chances of a deep fracture. But if it continuously causes tongue irritation it needs.to be examined and can't be ignored.
Have x ray to know the extent of fracture and accordingly treatment will be decided if restoration or RCT needed.
And for tongue ulcer apply chlorhexidine mouth gel over it for the relief
