Glucose fasting,pp and random

Hi. We got our mother's glucose tests done. Fasting, random and PP. Her fasting and random test are normal but pp level is at 61mg/dL. She ate empty stomach 3 bread slice and tea and got glucose pp test done 2 hours later. She doesn't have diabetes though. Not even family history. Does this test indicate onset of diabetes? Is this a cause of concern? Thank you.

PP test of 61 donot indicate diabetes. Give her small meals every 3 hours.
