Need pic or clinical evaluation to plan... At the age of 9 gap in front two teeth is absolutely normal n go with age.. Adult need orthodontic treatment (braces).. There r option of cometic modifications also...

Gaps can be fixed ..but you have not mentioned age of your brother. If he is an adult ...it can be done by braces or by cosmetic procedures. If he is not an adult ..wait till he is 18 yrs. There are options in braces as well as cosmetic procedures.
