Start doing twice a day scapular retraction exercises, shoulder mobility exercises and stretches of the Shoulder joint capsule. Definitely manual therapy will help. TENS/US or IFT will not provide Ur mom range in the Shoulder joint...
Next Steps
Consult a experienced Physiotherapist
Health Tips
Do regular exercise and hot pack can be used in case of pain
Hi,In my opinion it's better to consult near by Physiotherapist.TENS is good for reduce the pain but along with that she want to start Shoulder mobility exercises at the tolerable level of pain.Otherwise joint becomes more stiff.

Hello ma'am/sir, In my opinion you should start doing exercises within pain range and eventually progress them, If you're consulting a therapist it will help your mother recover faster as we use electrotherapy to reduce pain , and manual therapy like joint mobilization which helps her to improve mobility as well.
I hope this helps.
Thanks.
Next Steps
for better results consult therapist.
Health Tips
don't lift heavy weight,
don't sleep on that side,
don't use pillow while lying on back , use pillow when lying on other side.
don't do local massage.
First single TENS doesn't help properly
TENS plus ultrasonic therapy
Some shoulder range of motion exercises, strengthen exercises and mobilisation
So consult near by experience Physiotherapist
Only tens won’t help, she needs vigorous shoulder ex , she should overcome stiffness, and instead tens , she should take ultrasound post ex to reduce pain, and investigate whether she has diabetes.
