Checked with consultant as per his provisional diagnosis it is phimosis. Can it will cure with cream or need surgery.

Phimosis can never be treated with cream or something, and even if used it’s going to help temporarily that too depending upon condition of phimosis, after examination
Surgery is the ultimate treatment
Can be done with various options of treatment like laser / ZSR etc
