Foreskin Doesn't comeback easily. Here.

Until yesterday I had never pulled back my foreskin all the way back of the Glans. It doesn't easily goes all the way back as it requires some force pulling when erect. After it goes back it stays tight at back of the Glans. When I tries to pull it back it folds doesn't Fully comeback. Only Comes back to it's orginal position when fully flaccid. Also I found some white pieces like chalk at the back of skin when I tried to pull foreskin further back. They were somewhat solid. I don't feel any pain or anything on my penis but I am concerned if I am going to face problems in future because of this. Also I had a UTI infection this year few months ago which stayed for 2 months even with all the treatments. I require a guidance here.
