I've been diagnosed with femoral anterversion but doctors in the UK don't want to operate, i am looking into which countires would be willing to operate in order to try and relieve some pain and at what costs

If you have been assessed by Paediatric Orthopaedic surgeons, then please do with their advice or get a second opinion. Your pain may not even be related to the anteversion, so surgical correction may not help it.
