There are 2 main categories for treatment of keratoconus, one is to improve vision & the other for stopping progression. Collagen cross linking falls in the later category, that is it can only help in stability, a few patients can experience a subtle drop in vision as well.
A progression of power, especially cylindrical, is a sign commonly seen in keratoconus. Since you have mentioned that your eye power is progressing, collagen cross linking is recommended to halt this progression.
Regarding the cost, it defers from hospital to hospital. The treatment may have to be repeated or further treatment to maintain stability may be necessary. So a regular follow-up with the treating doctor will be required.
Progression of Keratoconus happens during the first 2 decades of life. C# R stops further bowing of cornea and may cause a small change in refractive power of the eye. The refractive status of eye and visual symptoms may not change significantly.
