Extreme dry and scaly skin

Asked for Male, 27 Years

I have extreme dry and scaly skin and black patches on nose sides and light brown patches on the sides. Wen I apply flutivate cream dryness goes away but again comes back . Same dryness has also spread behind the ears. And my face skin also looks a dull even I drink lot of water. Wat can be the permanent solution
