He is deaf since childhood so looking for any surgery which helps him listen normally like us or something which can be beneficial to him for life. He is students and physical n mentality is perfect Very smart with great learning attitude.

At this age a hearing aid can be useful. No surgery would help him.. had he been of 3 yrs of age or less a cochlear implant would help.. Get his hearing test done and give him a good digital hearing aid. He will be able to hear nearly like a normal person.

Hearing and speech are interconnected, speech and communication are developed in early childhood, so the best years to get cochlear implant would be from infancy to 3 years of age. You have mentioned the boy is intelligent and does well academically so there is no harm in trying.
Next Steps
Get a complete hearing assessment of the child with a set of scans to see if he is eligible for surgery. Best not to get hopes up as operating in an adult is challenging and also may it be possible, only scans can confirm.
