Dull Skin with Dark Spots

Pigmentation around mouth Dark spots on cheeks (dead acne marks) Dull skin which is not bright Need a skin care routine to follow with the ingredients I should include (Retinol, Lactic, Niacinamide?) Please suggest. Thanks.
