Dry itchy rashes on neck

Asked for Female, 2 Years

She is having dry rough itchy patches on her skin. keeps scratching the patches. the patches clear after application of ointment "Cloben -G" for two or three days but appear again. no sort of secration from rashes but tend to spread to nearby areas. sometimes tiny droplets of blood come out due to excessive scratching.
