Dermatitis on penis genital outer skin. I can see small wounds and rashes on the skin. It feels itchy.

If it itchy it is either a contact dermatitis to something like latex (condoms) or some soap that you have used to wash the area. It could also be a fungal infection called candidiasis. I will need more detailed history including whether your partner has any symptoms. For now you can use a cream containing an antifungal like candid cream for 2weeks. Please visit a dermatologist near you for a detailed checkup including random blood sugar level in case you have candidiasis. Wash the area with cold water. Don't use a soap there. Warm regards.
