She believes somebody is following her all the time. Wherever she goes. Even at home people keep their eye on her. She does not feel secure anywhere. She sees dust, smell which nobody else can.

From the symptoms presented by you this seems to be reality impairment which usually occurs in psychosis. However a detailed case history is necessary to rule any other comorbid( accompanying) psychiatric problem. I would like to know is she suffering from memory loss as well?
In any case I suggest you visit a Psychiatrist and if there is memory loss you can also visit a Psychologist for a detailed evaluation of her current condition.
