Deep Razor Cuts
My friend (male) has deep razor cuts as shown in the image attached. It's more of a bump than what it looks like in the image. It has been a few years since. Question : 1) Are their any possibilities that it could be healed & the skin is back to being plain, and the visibility of the marks is also reduced? 2) Via Cream or a Minor Cosmetic/Surgical treatment is needed? 3) Any suggestions for any cream/oil that would work?

Can use: scarend silicone gel . It has a good feedback. Silicone gel helps in reducing the scars Other things which you can do is CO2 laser treatment....dermabrasion etc. Clean the area with soap and water Let it dry. Then apply the gel properly and let it dry. Avoid sun exposure ok. If doesn't helps then you will need a dermatologist.
