Hi...you seem to be suffering from Acanthosis nigricans. This is a lifestyle induced hormonal disorder that needs evaluation and treatment. While you are waiting for the hormonal rhythms to settle, you could try to have a nice more disciplined lifestyle with eating and sleeping at the right times. That will allow your hormones to settle down with reduction of steroid hormones. Weight reduction is the best remedy for reduction of this dark pigment around your neck. Whilst it may take time, you can apply Xerina cream twice daily to the dark areas to help with pigment reduction. If you need further advice, you can connect with me via juvenis.in for a video consultation.
Health Tips
sleep at 10pm daily and eat every four hourly during day time. spend 30 minutes daily for exercise in direct sunlight between 7 and 8 am.

If you are overweight and have PCOS, then this means there are underlying hormonal and metabolic disturbances which are also causing dark patches on your neck. Consult me online and share all reports for accurate diagnosis and treatment
