There can be several causes why your skin would turn dark or you may get pigmentation. Sun tan, overweight, pigmentation disorders like acanthosis nigricans or melasma, nutritional deficiency etc are some conditions. Unless someone examines you, we cannot know the cause. Yes , first of all ur expectations should be realistic that is if covered areas like chest and inner side of arms are fairer or one to two shade lighter in complexion , u can expect improvement with sunblock and oral sunscreens . Vitamin C , hydrocurcumin , azelaic acid can also be helpful.
Glutathione capsules / drip or creams can also make ur complexion lighter one or two shades .
Skin lightening peels , laser toning can also improve colour tone.

if your natural skin complextion is darker, there are skin care regime that could make your skin healthier, smoother and better.
if you want to lighten your natural skin colour, do consult with a cosmetic dermatologist. there are options to lighten the skin colour . but do it under a qualified cosmetic dermatologist.

donot use over the counter lightening creams with steroids as it might thin your skin and cause hyperpigmentation
