Dandruff is a common layman term for seborheic capitis.
Seborheic dermatitis is greasy and flaky scaling along with underlying redness due to increased sebum (oil) production. It can occur in face , shoulders.

limit the use of oil. Ideally apply limited amount 2 hours prior to hairwash. repeat 2 -3 times a week

There r multiple conditions which can be termed danruff in layman term. Seborrhic dermatits is a type of danruff. If u hv seborrhic dermatits better avoid hair oil
