please consult an ENT specialist. and put some lubricants eye drops 2to3 times daily e.g. teardrop.

It looks like you have common cold problem with sinusitis. Eye may also get involved sometimes. Start your physician's treatment for common cold. For eyes you can use lubricating drops along with antibiotic n nsaid combination. If severe itching persists , you can add mild steroids like fml.
