If accompanied by other symptoms like itching or difficulty in urination,definitely needs physical examination and treatment by your paediatrician.
Lack of local hygiene is the usual cause,make sure to train her to clean genitals after urination by splashing water without touching them and use toilet paper to dry the area.
Also,change her panties atleast thrice a day.
If accompanied by above symptoms,apply surfaz-SN cream twice a day for 5 days.
