My 4 year old have severe chest congestion and (mucus) cough...I am giving tulsi, honey kadha which helps alot..but how to remove mucus from chest or clear her lungs..

Consult your child with Ayurveda doctor, having cough for long is not good.
You can apply sesame oil over chest & if possible use hot water bag .It will help to liquification & expulsion of cough.

You should use honey in children on regular basis .
Children can't expel cough like adults.
You can give her ginger juice 1drop along with 1tsf honey twice a day.

Since how many days is she suffering. There maybe an infection. Also is she getting fever. In case there is fever there is a possibility of bacterial infection and also as the child is small accumulation of mucus may lead to congestion and difficulty in breathing. This may lead to pneumonia.
So first give a course of antibiotics later start immune boosting treatment in ayurveda to improve immunity and prevent these infections.

Don't give refrigerated foods, curds, any kind of fruits until the baby recovers. keep giving hot water, do steam inhalation, give warm oil massage to her chest and give hot water bag on sides of her chest to loosen the mucus
