Because this is something that you are born with, it is known as a congenital condition. but diagnosis is very important in these cases...it may be a incidental finding on x ray so I would suggest you to get MRI cervical spine and brachial plexus to confirm the diagnosis...even if it's confirmed nothing much to worry it can be corrected surgically...
