Cant ejaculate??

Im 13 and have been masturbating for a while. However, when im just about to ejaculate, my penis doesnt let it go. As if im holding in a piss. Why is this and how can i allow myself to ejaculate. Also after i havent been able to ejaculate i dont find any pleasure etc. Help!!
