No, the virus cannot pass through like that. Either a proper dog bite or licking on an open wound is a cause for concern and calls for vaccination.

It's unlikely to happen this way, the rabies virus spreads through if there's any abrasion in the skin. And not all dogs saliva has rabies virus.
