Bumps on mons pubis

Asked for Female, 20 Years

I have developed these small pink/white bumps on my mons pubis and can't tell if they are ingrown hairs, herpes, or warts. I do shave regularly. These bumps have been there for a while and do not itch or hurt. I tried popping a few and they were hard to pop and blood came out so I stopped. That is why some of the spots on the picture are red and bloody. They were not before that.Any help would be appreciated thank you.
