Brown spot and re dspot

Asked for Female, 23 Years

Dr. I have brown spot on my face ,neck and hands.these are becoming more dark with time..and also incresing in number.i also have small red spots on the neck that can be feeled on touching....Dr. what can i do to stop these and to lighten the colour of already occured spots. I am allergic to sunlight specially in winters.
