Breast pain and no nipple development

Asked for Female, 25 Years

My gf hasn't developed her nipples yet. Her Doctor says they are inverted. Also, she suffers from pain in her breast and lymph nodes 14 days prior to periods. I was curious if you could write about why these could be happening and how To be dealt with that? We wanted to weigh possible options for her.
