Yes you can go ahead with orthodontic treatment at this age also. It will take minimum 1 to 2 years to get results depending upon the extent of problem. Smoking has many side effect on general health of tooth and gums. Need to analyse properly before giving you treatment options. It's better that you consult with doctor online or offline for better guidance.

Hello For how long have you been smoking? It would be better if you could upload some photographs for a better guidance. You will definitely require a round of teeth cleaning (scaling) before proceeding for any treatment. If your teeth are in a healthy state with good bone support, definitely braces treatment can be done.
Next Steps
Just visit your dentist and get a proper check up done.
Health Tips
Quit smoking, it can lead to severe problems.

Both braces and weak gums/teeth are catering to different treatment plans and procedures. There's no overlap between the two. Braces are used primarily for teeth alignment only. Visit your nearby dentist to get the weak gums and teeth evaluated first, and then lookout for the braces treatment subsequently.
Next Steps
Visit nearby dentist
