Bone graft-injury(lower leg fracture)
I met with an accident on 20nov17 and got tibia and fibula fractured.Closed reduction and internal fixation was performed by ortho surgeon on 21nov17 and advised medical test after 6 weeks(up to 01 jan18).Since fractured bones did not join together, surgeon advised to wait for 6 more weeks(up to 12feb18) and now says about the non union. He is suggesting for bone graft. Is it correct and advisable.

Grafts may be out anytime till bone heals depending on when and how the condition is diagnosed. Although at 12 weeks non union is not the right term, the correct term can be delayed union.
Next Steps
If bone grafting is really indicted then timing is not surprising. Share x-rays for confirmation.
