My wife is 15.1 week pregnant and was diagnosed with high risk of prewclampsia during 13 th week screening. She started taking 150 mg aspirin. But today her bp is 128/94. Is this concering?

Aspirin doesn't lower the BP. It only makes the complications of hypertensive less severe.
You should consult with your Gynaecologist regarding the need for medicine for BP.
