Blood clot
My uncle had a stroke due to blood clots. He cannot swallow and is bleeding out on IV blood thinners. what other options are there available to prevent further clots.

Stroke is either due to blood clot or bleed. In your uncles case as the stroke is due to clot he is on blood thinners which would cause some bleeding from iv site. Swallowing and other activities which have slowed down due to stroke will take time to recover.
