My brother's child has ROP grade 5 any suggestions as for his treatment he was a premature baby already operated once in Shankar naitraley Chennai also is there any institute to teach blind kids about basics of life

Grade 5 ROP is very unfortunate. Very few treatment options, not very hopeful. But do not give up. Surgery options & rehabilitation for visually challenged individuals is available at Rajendra Prasad Eye Centre of AIIMS in Delhi itself.
