At your age it is important to rule out other causes of puffiness (like thyroid or renal issues among others). Please get yourself evaluated properly before considering surgery. But yes, if everything else is normal and the swelling persists then surgery is an option.

Pl find out the cause. With out finding cause, you cannot go for surgery. If everything is OK, you can go for surgery. Pl consult ophthalmologist for further evaluation and treatment.
