My mother is a High BP patient. She found some black spots growing at the knee area of both legs. Some dermatologist has stated that it cannot be solved. What is the reason of the black spots in my mother? Whether it shall be cured?

Hi This looks like pigmented purpuric dermatosis resulting in these black dots . Could be due to venous insufficiency. You get can Doppler bith legs done to rule that out.
Next Steps
consult a dermatologist with photographs for treatment
