Black and itchy mark on skin
2 years ago I had an injury on my leg. It healed but the skin there became black and itchy. I ignored it but it became dry and itchy so I started to apply vasline on it. The black itchy part started to reduce in size so I stopped the Vaseline application. After 2 years it is still on my leg and shrinks when I apply Vaseline or oil on it l but then re appears after some days. I have normal blood sugar so it can't be diabetes. Kindly help me with it. Photos are  attached one is with flash on and the other is normal.
