Balanitis is inflammation of glans penis . Most probably it is a fungal infection. Distended vein is normal.it is not seen in balanitis

Balanitis is different from visible penile veins.. Balanitis can be cured easily, Visible vein is normal finding mostly.. Show to a near by Urologist if feasible otherwise can post pictures  personally to any Urologist and do online consultation for better opinion.

Visible veins on penis is normal If you have balanitis ,then u will have pain and redness on tip of penis with pain on touch
